【摘要】:Thistechnicalreportoutlinesprincipleswhichareintendedtobeusedasthebasisfordeterminingtherequirementsforconnectinglargefluctuatingloads(producingflicker)topublicpowersystems.Theprimaryobjectiveistoprovideguidanceforengineeringpracticeswhichwillensureadequateservicequalityforallconnectedconsumers.Sincetheguidelinesoutlinedinthisreportarenecessarilybasedoncertainsimplifyingassumptions,thereisnoguaranteethatthisapproachwillalwaysprovidetheoptimumsolutionforallflickerproblems.Therecommendedapproachshouldbeusedwithflexibilityandjudgmentasfarasengineeringisconcerned,whenapplyingthegivenassessmentproceduresinfullorinpart.Thefinaldecisionregardingtheconnectionoffluctuatinginstallationswillalwaysrestwiththeutility.Problemsrelatedtovoltagefluctuationsfallintotwobasiccategories:-flickereffectfromlightsources;-riskofthevoltagemagnitudebeingoutsideacceptedtolerances.Thisreportprimarilyfocusesoncontrollingorlimitingflicker,butaclauseisincludedtoaddressvoltagemagnitudechangesandtheireffects.NOTES1Thisreportusesthefollowingtermsforsystemvoltage:-lowvoltage(LV)referstoUN<1kV;-mediumvoltage(MV)refersto1kV 【中国标准分类号】:L06
