【摘要】:Numeroussourcesprovidedetailedinformationastotheloading,blocking,bracing,andunloadingofspecifictypesofcargoinunimodalandintermodaltransport.Someofthesesourcesareproprietary,othersaremassiveandcomplexinscope,andnoneareconsistentlypromulgatedtoshippers,carriers,andconsignees.Manyofthelossesexperiencedbycargointransportareduetothefailuretopracticeproperbasiccargohandlingandloadingtechniques.Thesepracticesareintendedtooutlinethosetechniquesinsimple,clear,generic,andeasytopromulgateformats,includingposters,slides,videotapes,andpamphlets,andarefurtherintendedtoserveasthebasisuponwhichacomprehensivecargohandlingmethodologymaybebuilt.Usersofthesepracticesshouldavailthemselvesofthedetailedresourceinformationavailable.Thepracticesasdefinedarenotsufficienttoformacompletecargohandlingprotocol.1.1Thesepracticesareintendedtoserveasaguidetoshippers,carriers,andconsigneesforloadplanning,loading,blocking,andbracingofintermodalandunimodalcargoinsurfacetransport.Thepracticesarereferencedtoabibliographyofinformationconcerningtheabove.Hazardousmaterials,bulkcargo,non-containerizedbreakbulkinoceancarriage,andtransportofcargobyairarenotincludedinthesepracticesatthistime.1.2Thesepracticesshallapplytocargoinsurfacetransportonflatbed,opentop,boxcar,truckvanandintermodalcontainers.1.3Thepracticesareintendedtoformaframeworkforthesafeandeffectiveloadingandunloadingofcargoinintermodalandunimodalsurfacetransport.Theyarenotintendedtoprovidecomprehensivedetailrelatingtospecifictypesofcargo,butwillreferencetosourcematerialswhereinsuchdetailmaybefound.1.4Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
